As far as I'm concerned, everyone can sign up for any non-leadership, it's just that members with the related MOS have priority for it.

Feel free to give it a shot if you want to try out! And if you aren't familiar with KAT I'm happy to give you a quick rundown of the basics at some point prior to the OP.
