Cool Down Time For Supplies

Hello all. Does the cool-down timer for supplies dropped by those in the Support role decrease as you level up or is the cool-down time a fixed amount?

Decreases only if you are within the circle of a node.

To be specific, supplies are on a five minute cool down. However, if you pass near (25m?) a munitions node it shaves two and a half minutes off of that timer.
