Saint Kapulio is a poor island nation located in -insert geographic region-. Following the establishment of a new regime, the nation's government has decided to begin investing in weapons technology, hoping to create a name for themselves on the world stage. Given the volatile nature of some of these development projects, the United Nations deemed it necessary to investigate the island's facilities.
The new Kapulian government was not keen on this idea and refused to allow foreign investigators into their research facilities, threatening military action should a forced entry be attempted. With reinvigorated concerns regarding the development of prohibited weapons and WMDs, the UN and NATO delivered their ultimatum: allow international visibility into these state-sponsored projects or face the repercussions.
The Kapulian government has maintained its stance, and in response, Operation High Waters has been greenlit.
