Operation Juniper Spear (OJS) is a joint-campaign under the command of Combined Joint Task Force – Horn of Africa (CJTF-HOA), in cooperation with Somali National Security Forces (SNSF). The 1st Armored Combat Brigade, 1st Cavalry Division (1ABCT-1CAV) has been moved from III Corps to US Africa Command (US-AFRICOM), and subsequently under the command of CJTF-HOA for the purposes of this campaign. The strategic headquarters for the campaign is Camp Lemonnier, Djibouti, and the operational headquarters is a classified JSOC Forward Operating Site (FOS) in Kismayo. Given the nature and circumstances around the operation, no Non-Governmental Organizations (NGOs) or Private Voluntary Organizations (PVOs) are expected to be in theater, other then possible African Union Mission to Somalia (AMISOM) personnel. Any NGO, PVO, or ANISOM personnel encountered will have their safety ensured, and moved out of theater to a designated safe zone. SITUATION On December 18, 2017 an un-flagged container ship bound for Yemen was hijacked by Somali pirates. When the pirates who captured the vessel realized it’s contents, they killed all crew aboard and sent a message directly to Ahmad Umar (Umar), leader of Al-Shabaab in Somalia. Upon receipt of the letter, Umar launched an ambitious plan to capture the port of Mogadishu, take control of the ship and its contents, then announce his intentions to the world. Immediately after successfully launching a surprise attack on, and capturing, the Port of Mogadishu, the captured ship entered the port and was placed under the control of Umar. Before Somali National Security Forces (SNSF) could counter, Umar sent a videotaped message to Somali National Television. The video showed the contents of the ship; two short-range nuclear missiles. Sitting atop the missiles, Umar proclaimed an “intifada” calling upon all members of Al-Shabaab, Al-Qaeda, and ISIL in eastern Africa to surge upon Mogadishu and overthrow the Somali capital; threatening to detonate the devices if anyone attempts to intervene. The video was not aired, and immediately turned over to SNSF (CJTF-HOA/US-JSOC). While the video did not air, word has spread to terrorist groups throughout the region. Within only a few weeks of the announcement, hundreds of militants have appeared in Mogadishu and taken over the city, including the Dananyo Army Camp and military academy. All Somali government and military personnel have either been captured, or pushed back to the south, while the Somali Army’s 3rd Brigade has worked alongside US-JSOC personnel stationed at FOB Jazeerah (Mogadishu Airport) to maintain a green zone around and south of their position. JSOCs assessment is the FOB will not hold much longer, if the initiative is not gained.
